中国书法成功申报人类非物质文化遗产
联合国教科文组织保护非物质文化遗产政府间委员会第四次会议于2009年9月28日在阿拉伯联合酋长国首都阿布扎比开幕，来自全球114个国家和地区的400多名代表与会。这次会议于9月30日审议并批准了列入《人类非物质文化遗产代表作名录》的７６个项目，“中国书法”名列其中。此次中国共有２２个项目被批准列入该名录。
根据联合国教科文组织通过的《保护非物质文化遗产公约》中的定义，“非物质文化遗产”指“被各群体、团体、有时为个人所视为其文化遗产的各种实践、表演、表现形式、知识体系和技能及其有关的工具、实物、工艺品和文化场所。各个群体和团体随着其所处环境、与自然界的相互关系和历史条件的变化不断使这种代代相传的非物质文化遗产得到创新，同时使他们自己具有一种认同感和历史感，从而促进了文化多样性和激发人类的创造力。”非物质文化遗产最大的特点是：不脱离民族特殊的生活、生产方式，是民族个性、民族审美习惯的“活”的显现。而中国书法是最具中华民族特点、历史悠久并深受中国人喜爱的传统艺术形式，是中国文化的一种代表性符号。成功申报“人类非物质文化遗产”，将有助于把最具中国文化代表性的书法推向全世界，体现出世界文化的多样性；同时将增强中国人民的自信感与自豪感，加深对中华民族优秀传统文化的认识和理解，进而促进国际社会文明对话和人类社会可持续发展。
“书法申遗”受到了书法界和全社会的广泛关注。几年前，中国艺术研究院中国书法院就根据年度工作计划开始研究该课题的可行性，并邀请专家学者进行前期论证。自2006年起，中国书法家协会与中国艺术研究院中国书法院达成共识，密切配合、精诚合作，开始有条不紊、卓有成效地组织专家进行“书法申遗”的相关工作。2008年6月7日，经国务院批准、“中国书法”被正式列入《第二批国家级非物质文化遗产名录》；中国书法家协会、中国艺术研究院中国书法院也首次被国家明确为书法传承与保护的直接责任单位。同年9月8日，中国非物质文化遗产保护中心召开“中国向联合国教科文组织申报‘人类非物质文化遗产代表作名录和急需保护的非物质文化遗产名录’动员大会”。由此，“中国书法”向联合国教科文组织申报“人类非物质文化遗产代表作名录”的工作全面、正式启动。2008年9月底，“中国书法”申报人类非物质文化遗产的正式文本和申遗片等相关材料以中华人民共和国的名义正式提交给联合国教科文组织。
中国书法院常务副院长、“书法申遗”项目负责人李胜洪表示，这次“中国书法”的申遗成功，充分说明中国书法不愧是历史悠久、丰富多彩、优秀的人类非物质文化遗产，体现出政府和全社会对传统文化保护的高度重视，也体现出书法界空前的团结和力量，意义重大而深远。中国书法列入《人类非物质文化遗产代表作名录》，并不是最终目的，书法界、以及全社会还有许多事情需要去做。相信这次申遗的成功，必将更进一步地推动中国书法的保护和传承，促进书法艺术和世界各民族文化的交流与合作，为人类文化的多样性及可持续发展作出更大的贡献。

Complete files will be transmitted for examination to the subsidiary organ that the
Committee will create for this purpose. On the basis of its recommendations, the
Committee will make its decision on whether or not to inscribe the proposed
element on the Representative List during the 4th Session of the Committee.

Dear Li Shenghong, Within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage, you have transmitted to UNESCO a nomination file entitled “Chinese Calligraphy” submitted by China with a view to its inscription on the Representative List of the Intangible Cultural Heritage of Humanity.
In accordance with Paragraph 23 of the Operational Directives adopted by the General Assembly of the States Parties to the Convention, the examination of nominations was accomplished by a subsidiary body of the Committee that assessed each nomination’s conformity with the inscription criteria during its meeting at UNESCO Headquarters from 11 to 15 May 2009. Please find enclosed the recommendation concerning the nomination proposed by your country, in the form of a draft decision for the Committee.
The fourth ordinary session of the Intergovernmental Committee will be held in Abu Dhabi, United Arab Emirates, from 28 September to 2 October 2009, and the examination report of the Subsidiary Body as well as its recommendations to inscribe or not to inscribe the nominated elements will be transmitted on 1 August 2009 to the Committee and made available online for consultation by States Parties.
I should be also grateful if you would verify the information in the first paragraph that provides a brief description of the element and inform me as soon as possible and in any case before 1 August, of any factual errors you may find therein.
